About CFLG

CFLG is a strategic framework that ensures children as the limelight of the development agenda and promotes child rights through good governance from the local level. It provides overall guidance to realize and mainstream the rights of children in local government systems, structures, policies and processes. It is regarded as a gift of the government for the children, and comprises of mainly three components; planning with the children, budgeting for the children and ensuring their meaningful participation at all the levels were children are concerned. 

Government of Nepal formally adopted CFLG with the endorsement of CFLG National strategy and Operational guidelines, 2068 B.S. The CFLG Implementation Guideline, 2021, and CFLG Declaration Procedure, 2022, endorsed by the Ministry of Federal Affairs and General Administration, serve as guiding documents for CFLG implementation at all levels of government, which promotes incorporation of child participation mechanisms, so as to ensure their inclusion in decision making impacting their nutrition and overall well-being.

Introduction of National CFLG Forum

National CFLG Forum was established in 2017 A.D. with the with a motive of strengthening civil society’s engagement in mainstreaming the strategy and framework of CFLG, as per the adoption based on CFLG National Strategy and Operational Guidelines, 2068 ( with necessary amendment) at all the three levels of government. It is comprised of 15 organizations member organizations, representing all the seven provinces. The current secretariat is at Jagriti Child and Youth Concern (JCYCN), Dhobighat, Lalitpur.

NCFLGF has become successful in establishing the importance of CFLG among the major governmental, non-governmental, media, private sectors, networks as well as developmental partners, and is now recognized as the vital National networks working solely for the promotion of CFLG in the country among the federal, provincial and many Local Level Institution.

Objectives of National CFLG Forum

1. To facilitate the implementation of CFLG with collaborative effort at all the levels of government and advocate with policy makers to create enabling environment for the implementation of CFLG.
2. To document the intervention of various developmental partners focusing on best practices and lessons learnt for planning and risk mitigation.
3. To capacitate members and government agencies on CFLG in collaboration with related Ministries and authorities.
4. To conduct evidence generation on various component of the Child right in national and international scenario & provide further legal framework for effective child participation and advocate accordingly.
5. To impart technical support as well as assistance to the government and non government institution for the adoption of CFLG.
6. To identify, document and mobilize the expertise and resources on CFLG to ensure the realization of the agenda of CFLG.
