Bagmati Province Established the Child Friendly Local Governance Monitoring Committee
The event, held in Hetauda, brought together representatives from provincial ministries, government agencies, development partners, local organizations, and child clubs/networks. The newly formed committee is expected to play a crucial role in overseeing and authorizing CFLG declarations across the province.
During the orientation program, Mr. Ritesh Kumar Shakya, Secretary of OCMCM, addressed the gathering as the chief guest. He emphasized the importance of effectively implementing CFLG policies and ensuring accuracy in data collection to strengthen child-friendly governance.
Mr. Resham Kandel, Under-Secretary from the Ministry of Federal Affairs and General Administration (MoFAGA), underscored the need for integrating CFLG practices at the household level and expanding them to local and national policies. The discussion also covered critical issues such as the rehabilitation and reintegration of children, particularly in areas lacking rehabilitation centers. Additionally, concerns were raised about orphaned children without birth certificates, as their lack of official identity hinders their access to essential services.
Mr. Ashok Khanal, Coordinator of the National CFLG Forum, provided an in-depth overview of CFLG indicators and preconditions. He acknowledged concerns about CFLG-declared areas that continue to lack child-friendly conditions, particularly for marginalized and impoverished children. Mr. Khanal clarified that CFLG declarations would not be valid if such issues persist, urging stakeholders to report inconsistencies for better monitoring and enforcement.
Ms. Smriti Adhikari, President of the Child Club Network of Hetauda Sub-Metropolitan City, welcomed the inclusion of youth voices in the committee but stressed that CFLG should not remain just a declaration. She called for sustainable implementation to ensure meaningful improvements in children’s lives.
Meanwhile, Mr. Shyam Adhikari from World Vision International Nepal shared insights on local-level CFLG implementation. Mr. Tilottam Poudel, Advisor to the National CFLG Forum, pointed out sustainability gaps in CFLG efforts. He emphasized that all 51 CFLG indicators must be fully implemented to achieve lasting impact.
The program, organized by OCMCM in coordination with the National CFLG Forum and supported by the Child Development Society and World Vision International Nepal, marks a significant milestone in advancing child-friendly governance in Bagmati Province. Stakeholders remain optimistic that the newly formed monitoring committee will enhance the effectiveness of CFLG policies, fostering a more inclusive and sustainable future for children across the province.
